Use Lead Time and Safety Stock per Location is disabled

 We have enabled Multi-Location Inventory, Advanced Inventory Management and Advanced Item Location Configuration. Centralized Purchasing and Billing is not enabled on a customers account.

However when I go to Setup > Accounting > Inventory Management Preferences the Use Lead Time and Safety Stock per Location box is disabled.

From my search of SuiteAnswers I can only see the comment that this preference is unavailable if you use the preference to Centralize Purchasing in a Single Location, which is not set.

What other reasons could there be that this setting is Disabled?
