Workflow Help

I created a workflow to set a custom field if the tax variance from the website to NetSuite do not match. When I manually enter orders to test, it works as expected. But when the orders are coming in from the website, the workflow is not triggering. Can anyone spot why? It is driving me crazy so hoping one of you guru's can help.
