openSSL v3.0.13 download instructions on saudi arabia e-invoicing guide

Hi

i have an issue following the subjected saudi arabia e-invoicing user guide i need help.

we have added this issue on case with support we raised for various issues with this user guide which appears to be in infancy development still.

the openSSL V3.0.13 as mentioned in the user guide for use CSR and other key generations, is not available on the referred site "https://slproweb.com/products/Win32OpenSSL.html" there is no openSSL v3.0.13 available. this is very old version. the oldest one available is v3.0.16 for 2 options (below) which user guide is again not specifying which one to use. any one can advise which one to use?
