Promotion for single or multiple free item

Greetings,

How do I create promotion that would give one free item regardless of item or quantity purchased, if they buy one item that item is free if they buy 3 items one item is free and if they buy 2 one item is free.

If i create a free gift, they still need to buy something, so that ideally won't work.
