Where is shipzip sourced from?

I'm having issue on an order where for some reason {shipzip} is instead using the {billzip}. I thought {shipzip} specifically came from the zip of the {shipaddress} on the transaction.

This order did come from the Webstore, so perhaps something in there is overwriting it wrong? But I have checked a number of other orders from the Webstore and none of those are wrong.

Aren't these default fields? Why would this be happening?
