Internal Ids Question for CSV Import

I came across an issue when using internal ID for updating Default Cost on an item location configuration. For example: Item Internal ID is 349.  

When I go into Item Location Configuration, the internal ID is different.

When I was doing my upload to update location confguration Default Cost, it pulled the cost for ID 480 instead of 349. Even though I mapped it to 349.

Are there two internal Ids im not aware of?
