Inventory Detail icon is unavailable on Intercompany Item Receipts.

Has anyone experienced this before?
When we click 'Receive' on a PO, the Inventory Detail section on the Item Receipt does not display any boxes under the line items. The only way to make the Inventory Detail fields appear is to clear the "To Location" field, leave it blank, then re-select the exact location (e.g., Canada). After doing that, the Inventory Detail boxes appear.
Why would the Inventory Detail not load until the location is reselected? Is this a known issue, or does a specific setting cause it?
