Create Report Customization permission not working

Hi All

How is it possible to grant users to have permission to create reports, but not to edit or delete them?

We noticed Report Customization Creation is only working with Full and Edit permission granted? If we choose Create Permission for User, User cannot click Customize at Report result. Even if User can click Report→Customize directly, User will encounter the same Permission Violation error when click Save or Preview.

Please help double check to confirm about this System Behaviour?
