Fix Billing Phone Automatic Formatting for International Numbers

I am entering a billing phone number for a customer account with the format:

+## # ### ####

and it is automatically getting formatted to:

(###) ###-####

I've already tried enabling "Worldwide Support for Phone Number Formatting", but it is still giving me the issue.

Any assistance is appreciated!
