How can I assign an employee to multiple subsidiaries if the employee has no roles?

We have an employee who needs to be used in two subsidiaries (OneWorld).
However, the employee has no NetSuite role assigned (they are not logging in).

We need to create Expense Reports for this employee in both subsidiaries, but the employee record currently seems restricted to only one subsidiary.

What is the correct way to assign an employee to multiple subsidiaries for Expense Reports, without giving the employee any role / login access?
