How can a NAW Licensed Author share a workbook?

According to Administering Oracle NetSuite Analytics Warehouse, System Roles, a NAW Licensed Author, "Can share decks and cards." However, I cannot create a shared folder, the option is not available. I also cannot move it to a shared folder because OK is disabled. Is this an environment issue or is it by design?
