Why do removed courses disappear from Courses Completed list?

Has anyone else noticed that when you remove a course (move to the "Warehouse"), it disappears from a user's Courses Completed list. When you insert the course again, it shows back up under Courses Completed. However, if a course was included in a Learning Plan and is then removed, the completion remains and the course can still be opened and completed (even though it's in the "Warehouse").

This doesn't seem like consistent functionality but maybe I'm missing something. We have numerous compliance courses with different versions. We want the completions to stay on a user's Courses Completed list from year to year, but we don't want users to accidentally take outdated versions.
