How to make a version of Taleo Learn for browser on mobile?

Hello all,

Is there anyone made a version for browser on mobile? 

I think there are 2 solutions to make a page for mobile:

1. Design css follow RWD (Responsive Web Design): more complex css

2. Use javascript to check type of browser, if it is mobile forward to another page like situation:

User use laptop -> Go to default page like learn.taleo.net with full dynamic object

User use mobile -> Redirect go mobile page like: m.learn.taleo.net with minimum dynamic object

But I have no experience in Taleo learn, so I don't know how to make version for mobile most effective? Is these another solution?
