Way to monitor custom scheduled BI Publisher report in the cloud?

Looking for way to monitor the status of scheduled jobs inside the fusion cloud environment

We have multiple critical scheduled reports and process that drive other audited processes internally.    Enabling a failure notification covers failed runs, but we've had situations where the scheduled run is stopped by a downtime and doesn't reschedule and therefore doesn't know it failed (and therefore doesn't notify of failure).  Ideally we'd have something outside the system looking for our critical process and checking last run date to see if the thresholds have been exceeded then perform some other action, but really would take any viable solution at this point.  There seems to be a general absence on this type
