Issue With Dynamic Groups

We've recently run into an issue where we have around 25 or so compliance learning plans, each of which had their own dynamic groups. These were supposed to be a "snapshot in time" of a certain subset of users based on different criteria (i.e. the groups were built, but we didn't want anyone added after May 1st).

Once the groups were built and mapped to the learning plan, I then deactivated them, which kept all of the users mapped to the learning plan, but wouldn't allow anyone else to be added to the group (a process that I've depended on and used without issue for over two years). Oracle then changed one of their overnight processes last week, as apparently this was a bug, and it now un-maps everyone from the learning plan who was in the deactivated group.
