BI Report Page Break

I am creating some compliance reports to share with over 1000 supervisors so that they can run them themselves. I created a report for the supervisors that they can run on a single person, but leadership has requested that I edit the report to be able to have them select multiple people and to have the report page break between users. Some supervisors have 40-60 people under them.
This was easy in Crystal Reports but I have found no way to do this in BI. If I add the BI Desktop publisher on my machine, make the modifications to page break, will this carry over to the supervisors when I share the report with them. There is no way I can guarantee the skill set of all 1000 supervisors to be able to download and install BI Desktop.
