National Identifiers (NIDS) for Contacts

How do you handle contacts and national identifiers?

Scenario: During benefit enrollment an employee selects a plan that requires dependents.
For medical insurance, our health care provider requires "First Name", "Date of Birth" and "Gender" for dependents to enroll. (We have an extract that we send over the data electronically.) 

With that being said, we have approximately 500 dependents without National Identifiers. Per the Affordable Care Act, we must transmit the dependents National Identifier (SSN). We are going to perform a data cleanup initiative to get this data input prior to the close of the year.

How does your organization handle the required National Identifier for contacts in regards to health care benefits enrollment?  Currently, Fusion does not allow us to require a national identifier for contacts.Ultimately, we are looking for tips on how other organizations handle this required field as we can't be the only organization facing this challenge.
