Limit attempts to a specific number

Has anyone found a work around for this?
WBT course, multiple attempts is turned on (has to for other reasons). For a specific course, can the number of attempts be limited to a specific number, in this case 2?
If the learner fails the course the first time, they can take it one more. After that second attempt, they cannot relaunch the course.
These are custom courses, so we have some control over the settings. We use Storyline to create the SCORM package. What we found online (instructions for storyline) didn't seem to work in our LMS.
