BI Reporting Questions

I want to create 2 BI Reports to share with my supervisors. I'm determined to figure this out, but have run into some walls.
In the first one, I want to select which learning plans they should be running the report on (I don't want them to see all learning plans and have to select them themselves), then allow them to select their district group.
- I already have a learning plan report that I am trying to modify to fit this behavior.
- Is it possible to dictate the learning plans that the report will be run on? I tried using the filter tab while building the report and selecting learning plan name = "Name", but I got nothing.
