Learning plan messages

Learning plan messages are erratic. For past week, none of the active messages are being sent

I have opened and closed tickets with Oracle support at least twice in the past, where an active message (Learning Plan Added User) does not go out when new users are mapped to the learning plan. This would fix automatically in 2 - 3 days and Oracle support could not ever give a real reason.

Now this has happened for the third time, and I have requested to reopen the ticket (which I suspect I will have to pen a new one). This time the issue has not fixed itself and I have to manually send a message to these new users.
