Add eCommerce users as part of the native Forward action

We want to allow our internal sales team to be able to forward quotes they've created to partner users that happen to be eCommerce users. Functionality already exists to share quotes (via Grant Access) to users of partner companies that have dedicated partner company profiles, but not to users under the generic eCommerce account.
