Why can't salary be pulled into a terminated report?

This has been an issue since we implemented HCM.  I don't understand why Oracle wipes out an employee's salary once they are terminated.  HR Business Partners typically need this information for Dept. of Labor claims and Legal disputes, so would be helpful for that field to be included in the weekly report they receive.  I thought I had heard we would be able to pull salary for terminated employees in R12 but that doesn't seem to be the case unless I'm missing something.  Any advice?
