Court Order - How to add Payee for Order Amount values

Hello,

 

We are trying to test court orders for our payroll implementation however for the court order to be added we are been asked for a Payee for Order Amount - we have added Third Parties and Third Party Payment methods which we believe this list populated from but with no success... any help greatly appreciated,
