Create Locations Which Employees Can't Be Hired Into

How can we create a location that employees can't be hired into?

Is there a way to create locations which are not available to hire or transfer employees into?

For example, we have a requirement to have new locations available in the locations dropdown for the Work and Career Preferences on the employee's Career Planning page, but we don't want these new locations to be available when hiring or transferring employees. 

Under the "Locations: Explained" topic in the Global HR implementation guide, it says "

You can also create locations to enter the addresses of external organizations that you want to maintain, such as employment agencies, tax authorities, and insurance or benefits carriers.
