Cannot Retake Assessement Instance Mapped to Document Course

User cannot retake Assessment after first attempt even in new attempt of Document Course

Content

We created a two-page Document Course using Content Manager. We mapped an Instance of a short Post-assessment to the Course. We put the Course in a Learning Plan and used the Learning Plan Widget to deliver the Document Course to Users.

The passing percentage on the Post-assessment is 100%. The Assessment Instance settings allows unlimited attempts (99 attempts was also tried).

But here's the issue: a Users who score less than 100% on the first Attempt cannot get back to the Post-assessment--not even when they answer "No" at the prompt to resume when they re-open the Document Course. In other words, the Document Course (or New Course Player?) appears to block the User from making a second attempt.
