User Group for Learners

Hi Team, 

We have a requirement where we need to have a group being created for a set of Learners from different departments. Whenever there is an Offering the Learning Admin must have the option to add the user group, so that all Learners in the user group is assigned this offering. 

PS: We already have the option of creating Learners based on Criteria / Analysis / Org Chart which the customer is not interested in. 

I could not see any option for the User group now. 

I believe the Access group is something like providing access to a set of group for whom the Learning items must be visible, as far as I understand and could see in the system.
