SCORM files are loading, but not playing

Currently we are in 18C with the Rich Media content enabled.

We are finding that for half of our SCORM courses they load to active status, but when previewing we get a File Not Found error.  

The other half of SCORM course load and preview without issue.

All SCORM courses currently work without any problems in Taleo Learn.  We are in the process of converting to Oracle Learn and are moving the courses into our Test environment for testing.

Any ideas on what the issue could be?  I do have an SR open on the issue, but through it would be good to see anyone else had encountered this issue also.
