Overall Manager Rating Bar Graph - Display All Values

We've drafted a performance related analysis from the Workforce Performance - Performance Rating Real Time subject area to capture overall manager rating distribution across direct and indirect reports.  We have a bar graph in the analysis that captures the # of associates rated at each Overall Manager Rating level.  

When viewing the report as an Admin, I am able to see all 5 rating levels (1-5) regardless of whether there is an associate rated at a particular level.  In the graph properties, we have the setting 'Include Null values' checked.  

When an HR business partner or manager view the report, they are not able to see all five Overall Manager Rating levels.  They are only seeing those levels in which they have an associate rated at that level.
