How to Revoke (Setup and Maintenance) Access

Our Environment was originally built on Release 11 and then it got Upgraded to Release 12.
Again the Environment got upgraded to Release 13 (18b) recently.
I just realized two Users have access to (Setup and Maintenance) task in our environment. These users DOES NOT have (Application Implementation Consultant, Application Implementation Manager and IT Security Manager) Job Roles assigned to them. There are two custom roles assigned to them however those custom roles also doesn't have any duty roles that will allow Setup and Maintenance Access.
How to Revoke (Setup and Maintenance) Access from these users and keep only required transaction processing access?
