Manage personal payment method

I am having issues getting this portion of my data role to work. I have added Manage Worker Personal Payment Method but the role is still unable to add or remove any payment methods. The user is able to see the manage personal payment method in the task menu but is unable to actually add anything. Also, the icon next to manage personal payment methods says there could be something else blocking it, is there a way to find out what could be? I have also attached what is attached to my payroll role.
