Is it possible to force a preparer to add a comment to a previously rejected reconciliation i.e.

(1) Preparer submits reconciliation for approval (2) Reviewer rejects the reconciliation with reason (3) The preparer in resubmitting the reconciliation with the required detail must provide a comment

I initially created a rule that prevents re-submission where rejection count >0 and comment count = 0 however this fails where either the preparer or the reviewer have previously posted a comment.

Is there any other rule logic or functionality that would assist in producing the desired result?
