Need to restart entire system for new user to access smart view

Our LDAP groups are provisioned in shared services. Once users are added to LDAP group they can automatically log to smart view. Starting about a month ago, we need to restart the entire environment for new users to connect to smart view. Is there some kind of Shared Services setting that got messed up?
