I am looking to see if the system can be configured to handle collect billing with FedEx and UPS

Currently the payment methods mentioned are:

- Sender
- Bill Third Party
- Bill Recipient
- Bill Sender

The collect payment method typically works by not providing an account number but the recipient pays the freight through a predetermined agreement with FedEx that is setup within FedEx at the ship to address level. I have tried using Bill Recipient and leaving the carrier account number blank, the system will manifest, but when I checked reports with FedEx, we were actually billed for the shipments.
