Learning Plan enrollment inconsistencies

Some learning plans require enrollment but others do not?Content
We have a few learning plans available for user enrollment using the course catalog widget. These learning plans are not assigned to any users, only available for self enrollment (with no supervisor or admin approvals required). What we are finding is the newer learning plans (created within the last 4-5 months) require users to enroll prior to completing courses within the learning plan, the older ones do not (all created in June 2018). Our preference would be that enrollment would be required as we use learning plan completion reporting and we've found if the user isn't enrolled, they don't show
