Differences between Author and Owner

Hi,

When I create a report package, in properties it is asking me to choose owner(by default it is taking name of person who is creating the package) and while adding the doclet it is asking me to choose the author, without selecting the author it's not showing the save option. what exactly is difference between author and owner? Is author and owner are same? Can someone tell me some use cases regarding owner and author.

And one more thing I found when I assign author for a doclet (who is not owner of the package) where he is able to edit the report package and he is able to create the new doclet in the same report package, is it a bug or else is there any reason behind this scenario?
