DevCS - Github connectivity to on-prem GitHub

Allowing DevCS (github) to connect to a on-prem github via VCN

We have Fastconnect setup between on-prem and oracle paas. 

We need to set up github on devcs to point to on-prem github as an external repository. 

on-prem github cannot be exposed publicly per  security guidelines

the devCS is a service and is not able to get to the subnets defined in the vcn (and on to fastconnect and on-prem git hub)

has any one tried setting up devCS/Github like this? is it even possible?
