Add access to Add TBH action menu

User can't see Add Hiring Requisition Action Menu

We have a power user that can't access or see the Add Hiring Requisition option on the Manage New Employee right click Menu . The rule referenced in the Add TBH Action menu is Add Requisition. I don't see this rule. The rule that runs when adding a new hire is OWP_Add Requisition_GT.  This is a template.

Which rule does the user need to see and launch the Add Hiring Requisition option?

The user has access to all other action menus on the Manage Employee forms
