Need to communicate intra-warehouse movement to external system

When the inventory is moved from an allocate-able location to an un-allocate-able location within a warehouse, how can we communicate this movement to external systems such as our online-web store backend ? We have a requirement where if an item is broken and can no more be sold or becomes un-allocatable for sometime, we need to inform our 3rd party application about this movement. 

Can this be done through inventory history export ? 

I'm open to use SFTP destination or rest web service to communicate this activity. What are the options available to me ? 
I need help here because not much help is available in documentation on how to configure scheduled jobs for example. An expert advice and assistance will be highly appreciated.
