Employee Roster by Month Including Hours Worked

Does anyone have an example of a report that can be selected based on a begin/end date and list all employees with an active assignment for a specific department/division listing each employee, their position assigned and the number of hours they worked for the period selection? In other words, I would like to see all active employees assigned to a department from March 1, 2019 - March 1, 2019 and how many hours they worked. Even if an employee didn't work any hours that month, I would still like them included. Any guidance would be greatly appreciated.
