Does any one aware of why the feature "Server-Initiated Refresh" is not enabled in EPRCS. 

To enable this feature, We must need to raise an Service Request as mentioned in the document.

Guidelines for Working with Server-Initiated Refresh 

Requirements

The server-initiated refresh feature is made available to customers on request. Service Administrators create a service request with Oracle Support to enable server-initiated data refresh.
