Hello - In 19B as a manager, you have the ability to create a vacancy through a quick action or My Team. By going through the quick action, you are actually creating a vacancy on the behalf of the person you search and select. If you go through My Team, you are creating a vacancy for your direct team. I've added an HTML component to the Create Vacancy quick action but if you click on any other employment quick action, that text is visible.
