Payroll balance value using PAY_RUN_BALANCES

Hi All,

We have a custom payroll balance (XX_MISC_BAL) and added dimension as "Assignment Tax Unit Year to Date" and "Relationship NoCB Year to Date"  as on 01-Jan-1951. We processed payroll fr all employees. After few months we are trying to add dimension "Relationship NoCB Run" and "Assignment Run" as on 01-Jan-1951 but balance valid from date is showing as 5/11/19. We ran the payroll for all employees but if we query "pay_run_balances" table balance value is showing after 5/11/19 with dimension as "Relationship NoCB Run" and "Assignment Run", before 5/11/19 we didn't get any data.

Any inputs to get the payroll balance value before or after 5/11/19 by using "pay_run_balances" table. If we can't fetch before 5/11/19 then if there is any other way to get the payroll balance value.
