How to restrict a specific payment method from the create payment form

One of my customers asking us to not to allow users to enter payments manually for a specific payment method.  We told them to customize the role and remove 'create payment' function.  But they don't want that.

They want to create payments manually but users are not allowed create payment for Payment Method say 'electronic'.  Is there a way we can achieve this?

We tried personalizing the form.  But it dint work out.  Any other options?
