Assignment Status update

Hello everyone,
We have the following scenario:
Use Person management to query a user. User assignment status is ACTIVE.
Click on UPDATE and next screen we can make changes. Wanted to make sure that the user clicks on the correct LOV from ASSIGNMENT STATUS ( Has two option. ACTIVE and Leave Of Absence).
We wanted to include an extra List in the LOV with blank inputValue so that user get a chance to select the correct LOV (ACTIVE or Leave of Absence)
Wondering If it can be done thru personalization or configuration settings. I have added a text called "*Select Desired Assignment Status" but it does not default.. The value default is the users current assignment status which is #{bindings.AssignmentStatusTypeId.inputValue}. Thank you so much in advance !!!!
