Does OSN work with self-paced courses?

We've got OSN switched on for all of our courses, but at the moment it is only visible to users on ILT courses.
I just wondered if that is correct, or whether it should work for self-paced as well?
When I set up a self-paced course, I can see the social tab on the administrator view of the course page. However as a learner, when I visit the main course page, the 'Comments' link does not appear in the 'Actions' drop down.
We are about to upload a series of SCORM files which have additional materials (transcripts, infographics, workbooks) and this would have provided an ideal place to put them. They are all optional, so I don't want to put them into the main course as an activity. But I can't see an alternative if the OSN does not work.
