Security Issues-HR Emp able to view another HR Emp

One of our HR emps can see feedback/performance notes for another HR emp.

Her Security excludes access to HR depts with custom criteria(not with exclusion rules) and she cannot see any other HR emps but this one

What could be causing this issue?

Should we remove her roles, run security jobs and add back? None of our other HR emps with the same access are having this issue.
