Optionally display analysis filter at bottom of report

I have the filter appear at the bottom of my analysis. Is there a way for this to optionally show? For example, it appears on the bottom of the report but the user can remove the display without having to edit the analysis? Similar to including/excluding column fields on the report, the user is able to hide columns -- was hoping to do this with the report filter.
