Not able to create hierarchy for Inventory Functional Area Catalog

For Functional Area Catalog (Procurement, Inventory), customer requires category hierarchy. However "Enable hierarchy for catalog" flag is greyed out and not allowed to be checked.

For Functional Area Catalog (Procurement, Inventory), customer requires category hierarchy. However "Enable hierarchy for catalog" flag is greyed out and not allowed to be checked.

Customer requires category hierarchy to be built for Functional Area Catalog (Procurement, Inventory). However "Enable hierarchy for catalog" flag is unchecked by default. Customer needs a hierarchy for these catalogs. How to select this flag? Any way we can select the flag and build category hierarchy?
I observe that "Functional Area Parameters and Rules" are greyed out and selected with default values.
