Restricting who can create Communities

Is there a way of restricting which users can create communities?Content
Good morning,
Does anyone know of a way to restrict who can create communities? It is my intention that only administrators should be able to. I have looked at doing this via removing a privilege from our employee role but I cannot find a "create community" one, only "Manage Learning Communities". Is there a way to meet this requirement without using securities?
