Uploading bulk SCORM file on Oracle learning cloud

Summary

We are using rest API to upload SCORM file on OLC using OLC tool given by oracle, but we are getting 404 error

We are loading Rich Medis Content(SCORM zip files) on Oracle learning cloud for that we are using Oracle Note-Doc ID 2374277.1 and white paper,
We are using OLC tool to call rest services. We followed the procedure mentioned in white paper but we are getting 404 error, that means end point is not reachable.
